| Human development is the center and key of the development of the society, admit the rights of human survival and development, especially the work, income, living, learning, the use of clean water, safe living environment and to seek their own happiness and other rights and requirements are getting more and more attention. As a responsible member of the United Nations and the world community, Vietnam respects the above international commitments about human rights, and regards the promoting of social security, the people’s living quality and security improving as the most practical way for the realization of civil rights, at the same time, these works are the goal and motivation for the national reform.In Vietnam, people have more and more opportunities to get basic social services. By the end of 2012, about 90.7% of the population in poverty has been obtained the national power grid,80% of the rural population can use standard living water,100% township have the health clinic,78% villages and towns can achieve the national hygiene standards,100% villages and towns has built the road leading to the central area, there are 67.5% rural own the small water conservancy. During 2011-2012, the state budget allocated 22 trillion VND, and this money will be used to provide medical insurance card for children below 29000000 of poverty population, ethnic, age 6 (cumulative) for free. The number of poor households continued to decline, by the end of 2012 the poor households was only 9.64% (22% in 2006). In 2010, the average income of poor households is 2.3 times higher than that in 2005. The per capita GDP in 2008 was $1024 per person, and which has increased to $1540/person in 2012. Through these continuous efforts, Vietnamese ahead to achieve the Millennium Development Goals and was awarded the United Nations Food and Agriculture Organization of the poverty alleviation of poverty reduction achievement award which is considered to achieve in 2015. Vietnam is carrying out the strategy of sustainable development during 2011-2020, which focus on Sustainable comprehensive poverty reduction, pay attention to equitable access to social welfare, social resources, access to a variety of opportunities and share the achievement of social development, mainly care about following people:poverty, ethnic minorities, rural population, the Development Zone workers and students in Higher Education. Improving the understanding of the people will strengthen the judicial assistance, and then improve the ability of the law enforcement agencies and units. The series of policy implementation and the results show that the consistent goal and efforts of Vietnam. However, the number of city poverty population in Vietnam are increasing, they are becoming more and more difficult to access to social services, even lacking of protection of life. The only source of this crowd from their cheap labor, because they are lacking of training and skills, besides, they have no fixed income. Income instability caused that they are unable to maintain all kinds of basic living expenses, especially the basic medical and health services. Face to the illness or disaster, they are cornered at any time, this is also the blasting fuse that they are getting into drug abuse, gambling, theft and other criminal acts, all of these action are the main causes of social instability.While Vietnam’s capital -- Hanoi, an important social and economic center of Vietnam, with fast city urbanization to show the rapid development of social and economic situation of Vietnam, but also led Hanoi to become one of the cities with the highest proportion of the poor population. Statistical data shows, 38%of Hanoi’s population does not have access to social security system services; more than 1/3 residents lack of qualified water supply and drainage and sewage services; 1/4 population, lack of qualified housing. The limited household registration system makes Hanoi’s social policy generally registered permanent residents, there is no account of the residents cannot be included in the scope of the assessment of the poverty population in Hanoi, there is no medical insurance and other social security service. More than 42% of the population in poverty,45% of the foreign population is not the hospital sick because there is no medical insurance or unable to bear the medical expenses. Medical expenses per capita Vietnam VND is only about one million,1/10 of the developed countries, but in fact patients (especially in Hanoi) to bear the medical and drug price level is equal to or more than that of developed countries, especially the special drugs. Medical costs are too high so that the poor poorer, contradictions formed a relatively poor higher demand for health care but their access to health services is relatively lower. How to solve the problem of supply and demand for public health services in poor, and enable them to access to public health services to low-cost opportunities and better living conditions, is a test of government, and it also is the social problems that everybody cannot evasive. Although economic growth has an important influence on the living standard and the growth can offer more opportunities for development, it is not a sufficient condition? coordinated and sustainable development is the material basis to ensure all people access to public services, which is the key to share the achievement of development.Vietnam is trying to become the most competitive economies in the world, but the meaning of competitiveness is not the economic development and the rapid development of the city, while it is considered the most that improving people’s quality of life, especially which can bring the gospel to the poor. To improve the public health service system, provide a comprehensive health care and medical services, is a power in the contemporary era, will benefit future generations project, perhaps in the short term it is difficult to achieve, but this vision must reflect the development plan foe Hanoi and the whole country, the policy target and policy makers’ideas, and then to make unremitting efforts. Therefore, this paper takes Hanoi city poverty population of the public health service as the object, to show the current situation and problems of supply, and the solving measures are explored, contribute to the supply of public health services in poor communities in Vietnam. |
