Emergency Medical Service System (EMSS) is the general term that describesthe entire procedure of emergency treatment which combined with pre-hospitalemergency, emergency disposal, ICU observation and “Green Life Channel”. EMSS,an important part of health service in our country, is bound up with the health and lifesafety of general public. It has been acknowledged that whether good emergencyservice can be provided has become an important indicator to measure the integratedsocial operating capabilities of the city.Whereas an emergency center and foursub-centers have been established in Jilin province with given support from JilinUniversity First Hospital during the12th Five-Year Plan period. Since Siping city isone of them, it is better to know a little bit more of the experience of Siping so thatother sub-centers would probably be improved with some useful information.Objectives: Present research has already investigated4emergency centers,18secondary-class hospitals and98patients (or their relatives) in Siping for some basicinformation and their degree of satisfaction to the service obtained during the first aidservices. The research was aim at providing some feasible coercive measures for themanagement of the emergency medical service system through description of thecurrent situation as well as the advanced experience of other countries so as to offerreliable evidence for the good establishment of emergency medical service system,the distribution of resources and the introduction of talents etc.,with which emergencymedical service system in Siping could gain reference to be constructed better.Methods: We used a method that merged with surveys face to face and thenrecovered all the questionnaires right on the spot where we conducted the surveys soas to ensure the authenticity and accuracy of the data collected. The main contents ofthe questionnaire were involved with the basic situation of the emergency center andhospital emergency department (address, phone, etc.), institutional settings, dispatchsystem, ambulances, facilities, equipment, staffing and other relevant information. Wegave out the questionnaires to the health personnel as well as patients (or their relatives) to get the information of emergency transportation, arrival time of theambulance and treatment satisfaction of the patients, etc.Results: We investigated4emergency centers,18secondary-class hospitals forthe information about institutional settings, worker staffing, first aid facilities and soon. Besides, we also interviewed98patients (or their relatives) to obtained theinformation of their satisfaction to the emergency service they obtained.Conclusion: In this study, we found that although the Emergency MedicalService System has already been established in Siping City, there were still severalproblems that needs to be concerned:(a) the mode of the systems were not inconsistency among different areas;(b) the entire system was suffered frommanagement turmoils;(c) incomplete information networks;(d) lack of a commandcenter;(e) overlarge servant regions;(f) inappropriate allocation of human andmaterial resources etc. To address these problems, it needs our government to attachmore attention on the emergency networks to integrate each system and then establisha command center which may be eligible for centralized control; besides, it is alsoessential to increase the quantity of first-aid stations across the city and needs toconfigure the resources appropriately for each station on the basis of integratedinformation networks so as to reach the criterion of configuration and continuallysatisfy the first-aid demands of citizens in Siping.
