Research ObjectivesRational allocation of nurses, it is to ensure quality of care, improve patienthealth outcomes, increase patient satisfaction and an important measure of theefficiency of hospital management. Based on nursing human resources department forthe purpose of classification has not a unified system standards, This study aimed toexplore how to construct a preliminary classification by hospital departments indexsystem, establish a set of index system for different classification sections rationalallocation of nursing human resources.Research Methods1. Using literature review, methods of brainstorming and expert meetings, theinitial establishment of the prototype of the index system.2. Using Delphi expert consultation method for indicators screening.2014.1-2014.12selected national in nursing and management experts, as well asrelated professional30experts as expert consultation letter, take two expertconsultation letters. After each round of consultation table recovery, the results ofstatistical analysis, opinion summary, the revised questionnaire before the round ofexpert advice, the formation of the next round of expert advisory questionnaire.3. The importance of hierarchical analysis and expert evaluation method todetermine the number of legal rights index average weight,use Excel2003andSPSS17.0software for statistical analysis.Results1. Experts reliability and representativenessThrough the expert members of the general information of quantitative analysisqualitative analysis and expert authority level, indicating that the expert membershave a higher degree of representativeness and authority. The overall index of tworounds of experts authority coefficient concentrated in the0.9to0.92, explained the expert members of the authority of the high indicators are more familiar with, toensure the reliability of the survey results. Two letters asking recoveries were93%volume, indicating a higher level expert group cooperation, better motivated.2. Establish departments Classified Index SystemUsing the Delphi method indicator system tentatively be screened index, aftertwo rounds of expert consultation letter, the degree of coordination of the expertmembers of the index gradually increased, Finally established two-level indicators,seven secondary indicators, thirty thirdry indicators.3. Set right index weight coefficient levelsOn the basis of the number of experts on the importance of the assignment were,AHP set up a secondary index weight, two indicators right level weight coefficientswere:0.45,0.55, while using the importance of the assignment of experts set up threeindicators mean weight.Conclusions and RecommendationsThe study was seven secondary indicators used to evaluate the department classification, forthe share of the weight of the indicators, the index weighting of more reasonable, comprehensivecoverage indicators, The study was a thirty classification evaluation department work project,including the clinical work of the various departments of the most common work activities andcontent. Study outcome of the expert consultation process letter better reliability, but with a certainsubjectivity, still needs further demonstration in practice is feasible.
