A series of policies promulgated by the state not only promoted social forces torun medical institutions, but also encourage social forces to participate in publicmedical institution reform. Meanwhile all medical offices in social policy makesome exploration, the commune-run medical and health institutions in our countrytried some form of development. While the public medical institutions as the mainbody of national public health and medical institutions, shouldering the basicmedical and health of the people and the health needs, shouldering the burden ofsocial public health service, its monopoly position has not been effectively shaken,the medical service market, supply and demand imbalance has not beenfundamentally improved. The current situation of the medical organizations whichowned by the society are un-optimistic during the development process. They arefacing the external environment, such as: trade barriers, the examination andapproval formalities, the collection of taxes, regional health planning andmanagement etc., as well as the internal environment, such as: management ideainfluence, managerial implications, legal consciousness, human resources aspects,and social status, such as: lack of fair and orderly competition environment, thepublic un-believe the social medical service quality, price, there are concerns about medical market supervision and law enforcement, promotion difficulties, lack ofmedical science projects and other aspects of the impact and the developmentbottleneck. With the study and interpretation the present system of medicalorganizations, and comparing with foreign medical institutions, the author of thispaper is bound to find the direction and space of development, try to find thedevelopment strategy for medical institutions, sincerely hope that through theself-discipline, the medical institutions can carry out--Star Hospital evaluationsystem; through regulation norms to carry out Scoring system of bad practice inmedical institutions, to make medical organizations to be more healthy, orderly,scientific, sustainable development, and to increase health resources, expand theservice supply, meet people’s multi-level, diversified demand for medical services.Through the effective competition to provide more quality, convenient, efficient,affordable medical services to the public.
