ObjectiveThe objective of this research is to analysis the status, impact factors and developing countermeasures of medical system in Zhejiang province since the new health care reform.MethodsQuantitative and qualitative research methods were used in this study. The main source of information about this study three channels:(1) literature. Theory research was conducted after articles were collected from China National Knowledge, CNKI database and web of science;(2) Focused group discussion was used in five cities of11cities in Zhejiang Province. Interviews included status classification system of medical treatment service supply, the main problem of health services and supply strategies and methods exist to improve health service delivery.(3) Statistical analysis. We collected health statistics data in Zhejiang Province for analysis, describing the status of actual patient distribution.ResultsThe number of hospitals increased quickly, the number of primary health care institutions declined. The speed of the number of hospital beds Grows faster, but the number of beds in primary health care institutions was reducing. Hospital health workers is growing faster than the number of primary health care institutions.Total clinic visits in primary health care institutions accounted for50.12%2012, accounting for less than the previous year. Total hospital clinic visits accounted for45.33%, higher than the previous year. Outpatient and emergency visits was the same trend with the total proportion of clinic visits. The propotion of hospital admissions were accounting for89.17%in2012; the proportion of the number of people admitted to hospital in primary health care institutions is declining, in2012accounted for4.81%.In2012, transferred to primary care patients from hospitals and health institutions mainly in township hospitals, accounting for71.21%; patients from primary care referral to hospitals and health institutions, primarily from the township hospitals, accounting for65.10%.Performance-based pay system and essential drug system limits the enthusiasm of the grassroots medical service medical staff, reducing the capacity of primary health care services. Lack of beds and equipment to carry out medical services restricted. Hospitals need to be more clearly functional positioning. Changes in medical treatment of the concept of public and promote the formation of community first diagnosis system. Price policy, health care policy needs to play a more important role in regulating the flow of patients.ConclusionThere are a lot of problems in Zhejiang medical delivery system. The level of the medical delivery system and internal linkage needs to be strengthened. Improve performance pay system and essential drug system, improve primary health care facilities, health facilities, and guide more medical personnel and other measures to strengthen primary health care institutions care capacity. ultimately to establish a community-based system of first diagnosis, rational treatment pattern classification, Zhejiang need to standardized functional positioning of the hospital, improve the patient’s medical concepts, provide a conducive policy to protect the health care system.
