In the hospital is behind the performance evaluation system can’t satisfy the hospital development, stimulate staff’s work enthusiasm and other issues, from the perspective of public hospital building a balanced scorecard to study, will be popular in the enterprise management of the balanced scorecard method is introduced into non-profit organizations in the public hospital, can not only improve the strategy of public hospital management in our country, especially in strategy execution ability, can therefore to build a system of performance evaluation of strategic orientation, a series of financial and non-financial evaluation index and consideration of financial, social responsibility and public hospital medical quality and efficiency, medical safety and other indicators, to construct hospital four dimensions, in order to solve the performance evaluation and strategy from the situation, prompting hospital pay more attention to its social mission and public responsibility appraisal, effectively alleviate the doctor-patient conflicts intensified.This article first through to the WL hospital existing research and interviews with relevant personnel performance appraisal system, WL hospital performance management current situation, generally exist the following problems:the first is the lack of effective incentive mechanism. Tilt of the hospital competitiveness mainly from government resources, rather than the business abil ity of hospital, so part of the hospital staff lack the courage to innovation and an effective incentive, thus affect the overall operation of the hospital efficiency. The second is the lack of integrity of hospital management, hospital management in our country is generally divided into three parts of medicine, teaching and research work in their respective fields, there is no overall goal guidance, the hospital internal resource allocation and use is in the midst of a disorderly situation. The third performance management nationality are wide enough. Performance planning often does not get approval for the worker, the performance management work, it is difficult to effectively. Fourth, the performance management index pertinence is not strong.In order to solve these problems, it is necessary to build a set of clear and effective management flow, overall arrangement of each work, realize the strategic target for hospital development. Based on this, this article through the project analysis, internal consistency analysis, factor analysis, inspection and AHP method to reliability and validity of WL hospital performance evaluation index system using the balanced scorecard to break it down for the customer, financial, internal process, learning and innovation from four aspects, among them, the internal process dimension include:diagnosis rate, average such confinement, hospital 3 bed turns, class a medical record rate and project completion; Learning and growth dimension include:scientific research, paper issued, the number of outstanding teaching; Financial perspective include:income ratio, drugs of income, per capita outpatient, inpatient medical expense per capita medical expenses, medical expenses were times Chinese medicine expense proportion, the charge capacity and academic office; Patient dimension mainly includes:patient satisfaction, cure the recovery, hospitalization and discharge diagnosis coincidence rate, incision class a healing rate, selection, privacy, right to know "separation" implementation rate and qualified rate of prescription. On this basis, using the AHP analytic hierarchy process (AHP) to determine the weight of each index, through the establishment of the balanced scorecard performance evaluation system to guide the work and assessment, and according to the effect feedback and constantly adjust, so as to realize the unification of the hospital development and social harmonious development.Finally, due to the limitation of my knowledge and skill levels, makes this study there are some shortcomings. Follow-up researchers to study on supplement in the following aspects:First, the establishment and performance management in the corresponding management system; The second to determine the scope of the application of performance management. Method applicable to all departments of the hospital performance appraisal and management, logistics, functions of performance management projects, diagnosis and treatment process, service details, applied to all employees working in the hospital. Third to determine the exact content of performance management, including the DeNengQinJi, social responsibility, hospital environment, such as comprehensive performance, according to the fair, open, fair, scientific and objective principle, the performance indicators, feedback performance appraisal implementation, performance evaluation, performance results, performance communication, performance improvement and so on to make detailed regulations. The fourth is to clear performance appraisal object, the hospital can points department, the department of examination and team assessment and individual assessment, department and functional departments to examine the overall. Fifth, to determine the performance evaluation cycle, modern hospital performance appraisal is usually a monthly performance appraisal, the monthly payroll cycle, all kinds of medical indexes and statistical report.
