This study adopts the literature research method, and understands the general situation of health working environment and the current situation of health human resource of Tangshan CIty. It makes data comparison of the current situation of health human resources between Tangshan City and other cities of Hebei Province by the method of comparative analysis, and to analyze the levels of Tangshan City within Hebei Province in the aspect of health human resource allocation. It adopts Lorenz curve and Gini coefficient analyze the population & geographical equality of the main health technical personnel allocation. It adopts demand forecasting model to forecast the requirements of major health human resource and the beds in 2020 and make contrastive analysis between the forecast result and current situation to understand the development trend. Conclusion and suggestion: in 2012, it has 8908 all kinds of medical institutions in Tangshan City, and mainly are community medical institutions, the total number of beds are 36700, the beds number per thousand populations more than the national average and Hebei Province average. It totally has 48023 health personnel which health technical personnel accounts for 82.50%. The average number of technical personnel, licensed(Assistant) physicians and registered nurses per one thousand inhabitants were higher than the average level of the whole country and Hebei province. The 52.34% of health technical personnel are in comprehensive hospital. Mainly with college degree, it is low percentage for the bachelor degree or above. The population & geographical equality for the allocation of health technical personnel, practicing(Assistant) physicians and registered nurses is relatively reasonable within 14 administrative regions of Tangshan City and the population equality is better than geographical equality. From 2012 to 2020, for the annual requirement of health technical personnel, the fastest growth is health technical personnel, secondly is pharmaceutical personnel, laboratory technicians and registered nurses. According to the analysis conclusion, it provides the countermeasure and suggestions: the health personnel structure includes the quantitative proportion and quality proportion needs continuous optimization; it should be more evenly distribution for the health personnel distribution between urban and rural; strength the training and construction of primary medical talent team. It should actively make a good reserves and adjustment for the health human resource based on the forecasted demand in order to cope with the challenges and opportunities for the health human resources management which by the new medical reform.
