| With the overall development of China’s medical reform, supporting documents are issued and the core goal of health reform is increasingly clear. Hospitals are the main body of health industry and public hospitals are absolutely the main medical service system, so public health care reform has become the focus of public attention recently. However public hospitals face the problems of fuzzy strategic target, pursuing interests obviously and the lack of incentive mechanism. This is the biggest challenges facing at present that how to adapt to the new medical reform trend and rapid changes in management philosophy. Performance management is one of management philosophy rising in recent years. Its core idea is to unify the strategic target, index system, evaluation system and the application system. In this paper a new model —— three layers four sides performance management model—— is proposed based on the theory of performance management. This model is modeling from two perspective —— management role layers and performance task sides. The three layers are decision-making, management and implementation, which is a pyramid structure of vertical management. The four sides are four tasks in performance management, including the strategic decomposition, index system construction, assessment feedback and application results. The four sides accord with the PDCA theory based on index system. In this paper a set of suitable for public hospital performance management system is set up based on the basis of the management model and the Changsha Center Hospital is taken as the object of study.
