Study On Supply And Demand Of Health Service Analysis In Pingtan Comprehensive Experimental Area

Objective:To analyse basic conditions of the three medical institutions in Pingtan Comprehensive Experimental Area,business operation condition, combining with Pingtan new farming and database related information, to grasp Pingtan residents’ overall medical demand and utilization,the analysis of Pingtan Comprehensive Experimental Area residents health status and health service demand and utilization, understand the current health care supply,demand and the main problems,in order to speed up the medical and health undertakings development, ensuring the experimental area residents’ physical health, improve the utilization rate of health services to provide policy basis and data support.Methods: Investigate basic situation and business operation of the three medical institutions, the basic situation of experimental area administrative villages distribution situation and village clinics,village doctor(the) business operation situation investigation;Using self-designed questionnaires,extraction of the experimental investigation of 15 villages and towns in the area of 45 village, a total of 675 households,1752 people,investigate its residents,health, and the basic situation of the health service demand and utilization; pingtan public medical institutions and the relevant administrative department of public health staff interviews,to understand related health services in the process of policy implementation,the implementation of the main problems and improvement Suggestions; The collected data using Epidata database construction, SPSS19.0 for data analysis.Result: ①Experimental main health resources allocation in public hospitals(such as per capital beds per thousand) is far lower than the main part of Fujian province areas, it only increased 379 beds between 2009-2013.②Financial subsidies for public medical and health institutions at various levels increase year by year,total revenue and expenditure are on the rise,but the hospital total spending more than income,thephenomenon of loss balance.③Low level of grassroots health institutions lack of talent, technology, service facilities behind the phenomenon exists generally,difficult to basic medical and public health mission,in the public medical institutions and grassroots health institutions lack the number of present human resources, the knowledge structure is not reasonable,uneven distribution, can’t play the overall function of the population of health service system.④Health services accessibility survey area is better,more than 50.0% of residents surveyed 10 minutes can reach the latest medical institutions; 98.0% of the survey population participated in the various forms of medical treatment insurance,ginseng protect type is given priority to with the new rural cooperative medical care system, realize most of the basic medical insurance coverage.⑤228 people sick two weeks prior to the survey,two week prevalence rate is 13.0%; Chronic diseases become the major problems affecting health, survey area,193 people with chronic noncommunicable diseases,chronic disease prevalence rate was 11.0%,age and family annual income is the main factors influencing the prevalence;visit rate of two weeks patients was 10.2%, the hospitalization rate was 3.1%.New farmers from the enormous outflow in hospitalized patients,accounting for 43.0% of the total hospitalized patients;Hospitalization medical expenses on the high side, lead to actual compensation is low, only 38.6%, the effect of NCMS is not ideal; Basic public health services in its coverage was expanded, but needs to improve service quality.Conclusion:On the basis of analysis to discuss the results,the paper puts forward the corresponding countermeasures and Suggestions below:①Suitable for Pingtan health career development planning, to provide the correct development direction; Adapt to the transformation of medical model,the implementation of “prevention first” health development strategy.②Establish long-term effective mechanism of fiscal subsidies, and guide the hospital transformation of the mode of relying on the drug income income compensation,to control unreasonable drug cost growth. ③Perfect medical services system,increase the medical service resources configuration,optimizing the organization layout.④Stability and optimize the medicaland health personnel, arouse the enthusiasm of medical staff work, and development of key discipline, promoting health level.⑤Perfectly,with emphasis on the towns and townships, rural three-level health service network, build new three-level medical service system.
