Study On The Supply-Side Reform Of China’s Medical And Health Services From Perspective Of Demand Orientation

Health is not only the eternal pursuit of human beings,but also a major livelihood issue.After 30 years of medical and health system reform,China’s medical and health undertakings has made great progress: The average life expectancy of residents has reached 77.3 years,the medical and health service system has been gradually improved,and the capacity and accessibility of services have been significantly improved.A universal basic medical insurance system has been established.At the same time,with the industrialization and urbanization,the change of disease spectrum,the improvement of living standards,people’s demand for medical and health care is also increasing and upgrading.The supply quality and structure of medical and health services don’t adapt to people’s demand,residents find it difficult and expensive to see a doctor is still a hot spot.Therefore,study on supply-side reforms based on the demand,and improving the adaptability of supply to demand,plays an important role in improving the supply of medical and health services.Supply and demand interact and restrict each other,and medical and health services must be guided by people’s demand.This paper firstly evaluating the supply development of medical services from the dimensions of system supply,supply subject,supply mode,supply content and supply capacity.Then it analyzes the current situation of medical service demand,and analyzes the matching of supply and demand in the context of demand escalation and finds that the structural contradiction of supply and demand mismatch is prominent.Based on the reality of our country,the main problems of the supply side of medical services are: The problems are:(1)The total demand is huge,and the total supply is relatively insufficient,especially the high-quality supply;(2)The demand structure is upgraded: the supply does not adapt to the changes in demand;(3)The supply efficiency is low: the allocation of resources is distorted,the input-output ratio is not high;The main reasons are as follows:(1)Fragmentation of the institutional system and poor coordination;(2)The administrative system is rigid,and the enthusiasm of society has not been mobilized;(3)Lack of government responsibility: inadequate financial investment and supervision;(4)Unreasonable market structure and insufficient competition mechanism;(5)The implementation of hierarchical medical system is not good,and weak service capacity of primary medical institutions.Therefore,starting from the supply side reform of medical services,this paper puts forward the following suggestions:(1)Improve system supply and deepen the reform of medical supply: including integrate the medical and health system and strengthen coordination;(2)Deepen the reform of decentralization,management and service to stimulate the vitality of supply factors;(3)Implement the government’s responsibility,strengthen investment and supervision;(4)Optimize the supply structure and improve the quality of supply: adjust the supply structure,balance the supply of services,and strengthen personnel training;(5)Speed up the implementation of hierarchical medical system and improve the service capacity of primary medical institutions.
