As a non-profit organization, public hospital has the responsibility to prevent disease and treat patients. But nowadays, poor access to medical care service and high cost of getting medical service have aroused public concern. In 2009, the new medical reform has emphasized the importance of public hospital’s social responsibility. To realize the public welfare, it must ensure the quality and the efficiency within the development and operation of a public hospital which relates to the issue of public hospital performance. At present, Some problems exist in present performance indicators of public hospitals, such as the inadequacy of social benefits indicators. Besides, when people measuring performance of public hospitals, hospital grade system is always overlooked.This study was to establish a scientific appraisal system, that will act as universally applicable methods in measuring the performance of both secondary-level and tertiary-level public hospitals, which combines qualitative analysis with quantitive analysis. It adopts both indexes of the economic and social efficiency to evaluate the comprehensive performance of public hospitals, and pay more attention in the responsibility of public hospital. Besides, the index system application effect is demonstrated and contrasted through experimental analysis in two secondary-level public hospitals and two tertiary-level public hospitals in Nanjing. The aim of this study was to set up a scientific and normal performance evaluation system for deepening the new medical reform.The major contents in this paper include:the overall design of comprehensive performance evaluation index system under the new medical reform, using Delphi technique method and variation coefficient method to screen indexes, using Delphi technique method and AHP combined with clustering analysis to determine weight coefficients, using fuzzy comprehensive evaluation method and weighted composite index method to evaluate comprehensive performance of the four sample hospitals.A relatively scientific, objective and feasible evaluation index system for measuring performance of tertiary hospitals and secondary hospitals is established in this paper. The results of the study have shown that the social efficiency are more important than the economic efficiency and the system of evaluating performance has achieved the good application results after the validation of sample hospitals. The sample hospitals should secure the rational economy development, show more public welfare feature, take on responsibility of service for people’s health.
