Public hospitals are the main part of the health service system in China.The current serious problem of ‘seeing a doctor is difficult and expensive’ is mainly manifested in public hospitals,especially in large public hosiptals.Therefore,promoting the public hospital reform is the key to effectively alleviate the problem.In 2015,the state council issued ‘about city hospital comprehensive reform pilot guidance’.It is a sign of reform began.The reform aims to break public hospital profit mechanism,implement the government responsibility of leadership,security,supervision and management.Apply the market mechanism fully and gradully establish a new mechanism so as to maintain public welfare,mobilize the staff enthusiasm and ensure sustainability of hospital.At present,it is necessary to establish a set of performance evaluation index system of urban public hospital reform to evaluate the effect of reform under the background of reform implemention.At the same time,analyse the existing problems and put forward countermeasures and suggestions so as to guide the reform to go further.This article interprets the concepts of health system and comprehensive reform of public hospital,elaborates the public goods theory and the Balanced Score Card theory,introduces the main contents of the reform etc.According to the principles such as the guidance,operability and consistency,then use the balanced scorecard theory combined with the principle of maintaining public welfare and social benefits of publice hospital to increase the diemension of social responsibility on the basis of original 4 dimensions.Use the Delphi method and Analytic hierarchy process(AHP)to construct public hospital performanc evaluation index system which takes maintaining public welfare,mobilizing the staff enthusiasm and ensuring the sustainability as the core.The index system is a total 65 indicators,including 5primary indicators,13 secondary indicators and 47 teriary indicators.According to the index system to design and sent ‘public hospital reform data questionnaire’to obtain the related data of W hospital in 2013-2016.Use the Topsis method to evaluate the reform perforcmance from multiple dimensions.From the perspective of evaluation results,the sample hospital comprehensive performance is on the rise in general and average annual growth is 53.31%.In addition to financial dimension performance showed a trend of decline,other 4dimensions have varying degrees of growth.The main good results of city public hospital reform are as follows:(1)The consciousness of government responsibility has been strengthened and financial compensation has been significantly enhanced compared to that before the reform.(2)Drug proportion showed declining trend year by year.It is better to reflect the labor value of medical staff as the proportion of surgery income are improved.(3)The improvement in medical quality and medical efficiency have alleviated the problem of ‘seeing a doctor is difficult’ to some extent.(4)The sructure of personnel is more reasonable with the increase of medical technicians and senior title staffs year by year.(5)The satisfaction of patient and medical staff has improved in a certain degree.(6)Social responsibility and public welfare of hospital are increased.But there are still some problems:(1)The financial compensation is insufficient and its fluctuation greatly.(2)The composition of hospital income is not entirely reasonable.Hospital operation efficiency is low and the internal management level is limited.(3)It is difficulty to implement the policy of classification and treatment.Based on the result of evaluation,the paper puts forward some suggestions are as follows:(1)By strengthening the government responsibility and continuing to improve and perfect the government financial compensation to maintain public hospital welfare.(2)By strengthening the construction of grassroots medical institutions to implement the policy of classification and treatment.(3)Improve the hospital management level and benefits to promot the sustainability of public hospital.
