Objective: in this paper, based on the analysis of the status quo of the basic indexes,evaluate the efficacy of the towns and townships of the standardized construction,analysis of the construction of basic medical institutions, personnel configuration and basic medical and health services, basic public health services, aimed at the problems existing in the evaluation results, the relevant policy recommendations for the government. Methods:This descriptive analysis investigated Xinjiang 37 health clinics in towns and townships, the TOPSIS method, comprehensive index method is used to evaluate the basic situation of Xinjiang towns and townships. Results:(1) the number of people in towns and townships of diagnosis and treatment in Xinjiang, the number of hospital has bigger growth, the national growth rate of 8.6% and 2.1% respectively; In towns and townships of sickbed utilization rate decline; Hospitals, community health service centers of such confinement on average, the average increase of such confinement in towns and townships.(2) basic construction: southern towns and townships average service population, average data than the north, the general accord with a standard, but south, northern Xinjiang institutes of actual data are more; Green area is generally low. In towns and townships in the prevention health care, medical department, personnel set the success rate is low;(3) human resources for health: northern Xinjiang region averages, per thousand population health technical personnel and technical personnel more than southern Xinjiang; Health care than slightly below the southern Xinjiang; Central hospitals, the average number of health personnel, per thousand population health technical personnel number, number of doctors, nurses have more general hospitals, but care less than general hospitals; Whole Xinjiang towns and townships of personnel qualifications are given priority to with junior college, technical secondary school, including Hami district, Urumqi, Bazhou area, bachelor’s degree, Altayregion were higher than the national standard 6.1%;(4) public health services: 12 state in towns and townships of health records by inputting rate have reached more than 70%,including Kashgar region by inputting rate around 90%;The elderly by inputting rate is quite high, about 90%;Samples in towns and townships of child health management rate is 70%-80% more, only in Bazhou area is less than 50%, difference is statistically significant; Child care work well; Maternal health management rate around 65% to85%.Southern Xinjiang regional health records by inputting rate higher than that of northern Xinjiang region; Fields(towns and townships in the management of severe mental illness is good, accord with a standard; management rate slightly below the standard of high blood pressure and diabetes, both poor work; Most of the towns and townships in endemic diseases and chronic non-communicable diseases on the establishment of the management system, lack of cardiovascular disease management system, the management is not enough focus on cardiovascular disease.(5) of the basic medical service: general common upper abdominal surgery only 13.5% of the organization to carry out; Only 10.8% of the institutions to carry out lower abdomen surgery. Traditional Chinese medicine services at a rate of 86.5%.Can’t realize linkage of two-way referral system.(6) using TOPSIS method and comprehensive index method for evaluation of towns and townships, the ranking results of roughly the same. Conclusion:the government should strengthen the leadership, and actively promote the construction of towns and townships of standardized work, increasing investment, improving facilities conditions; To strengthen the construction of health personnel; In towns and townships should be the key to improve public health services and basic medical service level, pay equal attention to both.
