Study On The Improvement Of Basic Medical Service Capability Of Township Hospitals In Liaoning Province

The 19th national congress of the communist party of China(CPC)put forward the strategy of "Healthy China".Health concerns people’s livelihood.Improving basic medical services is an inevitable choice to ensure people’s health and improving the basic medical service capacity of primary medical’ institutions is an important measure to ensure people’s livelihood.As an important part of the three-level rural health service network,township health centers shoulder the responsibility of escorting the medical and health care of rural people.The level of service at the township is related to the quality of people’s life.With the increasing demand of people’s medical and health services in the new period,it is particularly important to further improve the medical service capacity of township hospitals.Improving the basic medical service capacity of township hospitals is not only conducive to meeting the service demand of grassroots people for medical treatment,but also to alleviating the existing problem of "difficulty and high cost of medical treatment",which is more conducive to the effective implementation of the hierarchical medical treatment system in China’s medical reform.Since the new health care reform in 2009 put forward that "To deepen the reform of the medical and health system,we need to vigorously develop the rural medical and health service system",Liaoning province has attached great importance to the reform of primary medical service institutions.Through the establishment of the working committee of township health centers,the standardized management ’of township health centers has been strengthened and the medical service capacity has been gradually improved.Through this study in Shenyang and Tieling city,Jinzhou city and Liaoyang city,Chaoyang city,3-5 towns and townships around Anshan research,the study combined with the literature data and news policy analysis and finishing,proposed under the background of deepening the reform of medical ascend the necessity of the basic medical service capability in towns and townships,and summarized the domestic and foreign scholars on the basic medical service ability the academic point of view,understanding academic frontiers of ascension.Based on the theory of public goods,the theory of new public service and the theory of service-oriented government,this paper analyzes the current situation of the basic medical service capacity construction of township hospitals in Liaoning province.Basic medical service ability in the process of ascension in towns and townships in Liaoning province is different between the villages and towns public health center medical service level differences,service facilities and farmers growing demand for medical services don’t match,grassroots medical talents difficulties and erosion are serious and the quality of medical service support capability is low and lack of basic medical information service ability.Through drawing lessons from other provinces in China to improve the service capacity of township health centers,summarize the experience.Finally from the implementation of government,responsibility,strengthen hospital infrastructure construction,strengthen the construction of medical personnel,improve the system of service management in towns and townships itself and with the aid of information technology to enhance the service and so on five aspects put forward the corresponding countermeasures respectively,through service institutes of soft power and hard power two-way improve its basic medical service ability,improve the rural medical environment.In addition,it provides convenience for rural residents to see a doctor,attracts more rural residents to see a doctor at the grass-roots level,and effectively promotes the implementation of the hierarchical medical treatment policy.
