Establishment And Application Of Evaluation Index System Of Quality Of Intrauterine Device Insertion Service

Objective: Aims to establish a set of scientific and reasonable evaluation index system of IUD placement service quality in rural area,and its application in the basic family planning service institutions,and for rural IUD placement service quality evaluation and puts forward suggestions for improvement,the expectations for the rural grass roots IUD placement services provided for evidence.Method:This study first used the Nominal Group Technique,collects and analyzes the key factors that affect the quality of IUD placement service,and on this basis,combined with literature research,field discussion,experts initially proposed IUD placement service quality evaluation index;Then the Delphi method,in the nationwide consulting IUD placed experts in the field of service and management,importance of nominal group technique is preliminarily proposed metrics,measurement,feasibility evaluation,using a series of methods of index screening,so as to construct a evaluation index system of the service quality of women of childbearing age;application of TOPSIS combined with rank and ratio(RSR) method comprehensive evaluate the IUD placement service quality of Yunnan and Anhui provinces,the two county family planning service station, six township family planning service by using the index system.Result:1.Through the selection of the initial set of rural IUD placement service quality evaluation indicators,evaluation indicators are divided into three levels: the 3 first- level indicators,11 second- level indicators,59 third- level indicators. 2. After two rounds of Delphi consultation, expert opinion of the indexes are basically the same,primary index 3,11 secondary indicators,18 tertiary indicators.The quality indexes include the placement of IUD placed before and after placing 3 in place,two level index;Medical work quality of process indicators include medical service ability and technical advisory capacity two secondary indicators;third level indexes in this will not repeat them;The average coefficient of the experts was 0.79,the positive coefficients were 93.75% and 100% respectively,and the consistency coefficients were 0.356 and 0.589,respectively. 3.Through the comprehensive evaluation method,the results of the evaluation of 16 family planning agencies in Anhui and Yunnan are:I,A two towns meter students mechanism of IUD placement service quality is the best,G,P two towns meter students mechanism of IUD placement service quality ranking bottom.Conclusion:(1)Using the Nominal Group Technique,the Delphi method to build the basic level of service quality evaluation index system of IUD placement service quality evaluation index system,which has good consistency and effective,can be operated.(2) The method of selecting index is scientific and reasonable.(3)Comprehensive evaluation method TOPSIS method,RSR method and the two weighted fuzzy combination method for the comprehensive evaluation of the basic level of family planning agencies IUD placement service quality science,reasonable.
