| BackgroundWith the country and the region paid more and more attention on mental health services,residents were suffering serious ps ychological problems and were difficult to meet the needs of the service.How to scientific and rational evaluat e mental health service s ystem and find the existing deficiency was essential to improve the health of residents.ObjectivesThe aim of this study was to explore the current situation of mental health service system,to find out the existing problems or shortcomings,to provide feasible suggestions for the formulation of mental health service policies and the implementation of related work,to promote the mental health of residents.Building a evaluation index system for mental health service could scientific and comprehensive evaluate the current mental health service system and provide a reference for the reform of mental health service systemContent1.Focus group discussion was conducted to form the basis for the evaluation index system of mental health services.On the basis of literature research,mental health service system was seen as the research theme to develop the focus group discussion outline,two groups of experts were selected to conduct focus group discussion so as to analyze the current situation and existing problems of mental health service system,and provide the foundation for building the evaluation index system for mental health services.2.Conduct case studies by field investigation.The case study took two community health service centers in urban and suburban areas as research objects,and analyzed the present situation and existing problems of the convergence of mental health service system and medical service system in order to improve the design of index system.3.Build the evaluation index system for mental health service.Domestic and international mental health service system evaluation research was searched to establish evaluation index base of mental health service system.Based on the theory of "structure-process-result",the framework of mental health service evaluation index system was constructed by expert demonstration and group discussion.On the basis of index system framework,through the use of Delphi method for two rounds of expert consultation,the evaluation index system and its indicators explanation of mental health service system was worked out,combined with fuzzy comprehensive evaluation method further clarify the weight of each index.Main results1.Through literature study,the evaluation index framework of mental health service system was constructed.Evaluation indicators of mental health service system could be divided into input indicators,process indicators and outcome indicators.Indicators selection and framework setup should follow the principles of comprehensive,feasibility,purposeful,scientific and continuity,and in close connection with the regional development characteristics.Evaluation index system framework of mental health service system should include mental health policies,mental health services,the allocation of resources,mental health education and promotion,mental health monitoring and research.2.By means of focus group discussion and case study,current situation and existing problems of mental health service system in Shanghai were explicit.The current situation was mainly as follows: mental health service organization and management system need to be perfect,mental health service standards had not yet been established,quality of service lacked of supervision.Mental health service model was single,basically "hospital psychiatry" pattern,the main service content was hospitalization and the main service target was schizophrenia,mental health services accessibility was poor,mental health education and promotion popularized with no difference between the different groups of people,health education effect was poor;social discrimination and prejudice was common;mental health service professionals and their abilities were deficient.3.With expert consultation,appropriate evaluation index system of mental health services was built.Based on the above research,two rounds of expert advice were carried out,according to the scoring and revise opinions indicators of indicators,evaluation index system of mental health service system was completed,a total of five primary indicators(include mental health policy and organizational coordination mechanism,mental health services,the allocation of resources(mainly financial and human resources allocation),mental health education and promotion,mental health monitoring and research),13 secondary indicators,52 tertiary indicators.ConclusionsThrough the literature search on domestic and international research of mental health services,focus groups and case studies were used to explore the status of mental health service system.The evaluation indicator system of mental health services covered the key evaluation elements mental health service policy,service content the allocation of resources,and so on,which could be applied to scientific and comprehensive evaluate mental health service system in Shanghai and
