As one kind of the legislative language, the language of bilingual legislation hasits specific features: the two versions share the same authenticity and have the sameeffect. Therefore, the contrastive analysis of this kind of language from theperspective of pragmatics is more persuasive and authoritative.In this thesis, the author chooses Crime Ordinance of Hong Kong and itssubsidiary regulation Suppression of Piracy Regulations as data to discover thesimilarities and differences in the realization methods of speech acts and thefrequency of speech acts indicators between English and Chinese texts from theperspective of pragmatics. At the same time, the author wants to verify whether theclassification of speech acts indicators made by previous scholars applies to the studyof Hong Kong bilingual legislation. Through the contrastive analysis, the authordetects that the speech acts indicators in the Chinese version of the selected data don’tcompletely correspond to those in English version, which doesn’t conform to theprinciples of linguistics and translation. For the purpose of the discussing this issue,the author picks out the modal verbs which are the main realization form of speech actin the selected data as examples and analyses them through the contrasts betweenEnglish and Chinese versions. According to the author’s study, it is discovered thatthis phenomenon is caused by the imperfectness of the previous classification onspeech acts indicators. In order to solve this problem, the author makes supplementsfor the speech acts indicators.The analysis and contrast of speech acts in legal language may promote anoverall grasp and understanding of the legal discourse. The author hopes to findconversions and translations of the corresponding form in speech acts of bilingual legislation and provide references for legal translation between English and Chinesethrough this study. The author also hopes that this thesis can draw scholars’ attentionto the studies of bilingual legislation.
