War relics are vestiges of the war. They belong to the field of historical and culturalheritage. Buildings and objects and text are the main forms of War relics. This dissertationfocuses on war relics which from the opium war in1840to the founding of new China in1949. Lushun was an important military stronghold and located in the southern tip of liaodongpeninsula, and bordered the Huanghai and Bohai Sea. Lushun was stolen by Tsarist Russia for7years, and in1895after the Treaty of Shimonoseki ceded to Japan. Then due to the "threecountries interference the return of Liaodong Peninsula", Lushun was got into Russian hands.Finally, Lushun returns in1955. Lushun was under colonial rule for57years, there arenumbers of buildings, mass graves and prisons, so it is called "Half of China’s modernhistory".Taiyanggou’s war relic resources are most concentrated in Lushun, and those war relicsare relatively intact. But some of them suffered serious damage due to various reasons. Thisdissertation from the perspective of war relics protection, using questionnaires to collectedtraveler’s data, and find that people’s attitudes are protecting war relics. Valuation accordingto visitor data to the war relics, find out that the useful value about4.897billion yuan, andnon-use value about660million yuan. Those war relics with outstanding value, so analysisthe damage reasons and finds solutions become imperative. Therefore, motives and actions ofrelated stakeholders in Taiyanggou of Lushun were carefully examined bases on gameanalysis models in the fourth part of this article. There were three kinds of two-player game,which included the game between local government and the public, the game between themilitary and local government, and the game between the military and leaseholders. Andreason of the damaging relics was investigated. Further, solutions to current issues were foundin order to protect war relics, and some advice on how to utilize reasonably war relics wasgiven.
