The Study On Officials Rewards And Penalties System Of Xinjiang In Qianjia Period Of Qing Dynasty

Rewards and penalties are the usual ruling ways, which the former are used tolead to good deeds, the latter are used to lead to punishing the evils, and theysupplement and complement each other. we are impossible to knew the societycompletely and accurately if do not understand the system of a period of time.Rewards and penalties system is very important part in the Qing Dynasty politicalsystem, which goes through the Dynasty and almost involves all the social estates.The every important historic affair accompanies with the large-scale Rewards andpenalties measures in the Qing Dynasty. So we can say that Rewards and penaltiessystem is the miniature of the history of the Qing Dynasty.After Qing dynasty unified Xinjiang, official rewards and penalties system had aappropriate adjustment, and be put into effect in Xinjiang. It Plays an irreplaceablerole in against criminal officials，rectifying official governance，quieting live hood，easing social contradictions，Promoting the economic development and politicalstability. For along time，the most researches on officials rewards and penaltiessystem on government officials over the academic circles，in my opinion，are focus onthe legal system. But there is still some large vacancy on studying the implementationof rewards and punishment. Based on summarizing the results of previousresearchers，this paper discusses and analyses the implementation of rewards andpunishment on government officials in Qing dynasty QianJia period according to themethods of history and correlative legal theory.This paper consists of five parts: the first part is introduction,outline the topicselection basis, the definition of the object of study, research situation,significance ofthe subject of the thesis and so on；These second part introduces the laws and thespecific procedure of rewards and penalties on government officials; The third part isthe reason and method of reward officials of Xinjiang in QianJia period；The fourthpart is the reason and method of penalties officials of Xinjiang in QianJia period;These two parts are the emphasis and difficulty point of the full text,mainlyexpound the detailed rules and regulations of the system with concrete case to discuss.The fifth part evaluate the feature and evaluation of officials rewards and penaltiessystem of Xinjiang in Qing dynasty, composed by tow parts; The feature of officialsrewards and penalties system mainly expound by imperial power is supreme, jointand several liability, preferential treatment on burke officials three points.
