Thomas Wolsey was an important statesman in early Tudor, who held a post in the Lord Chancellor and Cardinal positions. He determined England’s royal, judicial and religious affairs. Since he became Papal Ambassadors, Wolsey had Reached the pinnacle of power, determined to find a balance between the King and the Pope, and carried out reform on the Church of England, in order to safeguarding the England Church and strengthening personal power. Wolsey did not want to rupture with the Pope, and offend Henry VIII. Because he knew his power which came from the Pope, It is not possible to abandon the Pope; And King’s support ensured his success in the domestic and foreign policy of England.This paper can divided into three major parts. The foreword briefly introduces the reasons and the significance for the choice of this topic, the present situation of the academic research in and abroad, as well as the innovation of the paper. The text is divided into three chapters. First chapter focuses on the implementation of the Catholic Reform, introduces Wolsey how to dealing with the relationship between Religious Power and Royal power. The implementation summarizes the monarchy of Tudor, Church and problems, and Anti-clericalism; Second chapter focuses on the Wolsey’s specific measures. By meddling Benedictine affairs, appointing bishops to visit the monastery, and banning small monastery, he had intervened local church affairs. Through establishing of the Oxford College, visiting the Franciscan monks and educating the monks, Wolsey had enhanced education of the monks. Third chapter focuses on the impact of the Catholic Reform. The conclusion summarizes the reasons of Wolsey’s stepping up from office, and the impact of this Reform on English Reformation.
