The European Union began to promote democracy to North Africa after the end of the cold war. The contents of this practice began with unilaterally economic aid, constantly expanding to form a trinity democratic promotion mechanism, including politics, economy and culture. In addition, with the progress of the two-side relationship, the EU had achieved the strategic partnership of multi-disciplinary, multi-dimensional and multi-level with North Africa. Therefore, the long-term democratic promotion of European Union had a significant effect on the development of modern politics, the adjustment of economic structure and the penetration of democracy consciousness in North Africa.This thesis is divided into four parts as follow:The first part is the factors analysis about promoting strategic position in diplomacy of the EU on North Africa. Political security interests were the root of the motivation. Economy energy interests were the direct benefits and fierce competitions from the power countries to North Africa were the external power.The second part is the subject of this thesis, including four phases. The first phase was about promoting their policy implementation of democratic ideals of the EU on North Africa,starting from the eve to the end of the cold war. The second phase phase was about EU’s attaching importance to human rights, good governance and political conditions of democracy in the economic assistance agreement after the cold war. These practices prompted North Africa into the plans of the European Union-Mediterranean, in order to transform political and economic and infiltrate democratic ideology in the field of cultural society in North Africa. The third phase was in the21st century, with the establishment of strategic partnership and implementation about the European Neighbourhood Policy and Euro-Mediterranean Union, the equal dialogue between the EU and North Africa had carried out at the first time. The fourth phase was that the development of the Arab spring could be thought as a result of promoting democracy of the Western countries on North Africa. However, it also opened up a new mode of humanitarian military intervention to North Africa by the EU, deepening democratic governance of the EU on North Africa.The third part is an overview of long-time democracy promotion effects of the EU on North African. This effect prompted the development of modern politics, the adjustment of economic structure, the promotion of open markets and the infiltration of democratic ideology in the political elite and the civil society. Then the limits of this democracy promotion measures was analyzed on the negative influence of social development in North Africa.The fourth part is a simple summary about the whole process of democracy promotion of The EU on North Africa andgives a landscapet of the relationship between the EU and North Africa. It pointed out that North Africa countries must endeavor by their own efforts to strengthen the regional joint of EU-Africa relationship to get their own interest.It could be realized in the surrounding of equality and getting their own interests.
