Discussion On The First Group Of The Central Nationalities Delegation During The Early Days Of The People’s Republic Of China

The CPC Central Committee sent the Central Nationalities Delegation with more than 120 members to southwest ethnic areas to expand visit and condolence in June 1950. The Central Nationalities had three groups, which dispatched to Xi Kang, Si Chuan, Yun Nan and Gui Zhou for a visit. Among them, the First Group visited Kang Ding, Xi Chang, Gan Zi, Zhao Jue and other ethnic areas. This visit lasted for 8 months, which deeply learned about history, culture and actuality of ethnic groups in Xi Kang, propagated and implemented the Party’s ethnic policies, promoted ethnic unity, motivated the development of democratic politics in Xi Kang. This thesis take the First Group as the research object, try to represent the scene that the First Group makes a visit to Xi Kang, its influence to local ethnic situations and the police making and implement in early days of new China. This thesis concluded and rethought its pros and cons to provide useful reference for the future ethnic policy-making and ethnic problem solving. The introduction part mainly introduced the meaning, methods and implementation plan of this thesis.The body of this thesis is from the second chapter to the fifth chapter. The second chapter introduced the reason that the Central Nationalities Delegation visited southwest. This part mainly analyzed the reason through the ethnic tension in southwest before Liberation, the important strategic position of southwest region and the conduct of ethnic policy.The third chapter introduced the general situation of the First Group. This chapter mainly introduced the main task of the First Group to visit Xi Kang, general situations of its main members. The central leadership and local government support and pay attention to the First Group, which highlighted its importance to visit Xi Kang.The forth chapter mainly discussed the process that the First Group visit Xi Kang and all the important work that they have done. The First Group participated in the construction of politic, culture and education, health care in Xi Kang, visited some old friends who once helped CCP. The visit mission obtained many great achievements on the construction of Xi Kang. For example, the First Group helped to establish the first Tibet Autonomous Region-Xi Kang province Tibet Autonomous Region, the first Liang Shan Yi Autonomous government-Xi Chang Hong Mao Ma Gu Yi autonomous government.The fifth chapter practically analyzed the pros and cons that the First Group visited Xi Kang, which will provide useful reference for the future ethnic policy-making and ethnic problem solving. The appendix included some maps, the work instructions of the visit mission, the establishment rules and the organization rules of the autonomous region.
