Different culture embodies the specific national wisdom, and in the multicultural world reveals the particular social personality, it also inevitably be endowed with the imprint of the times. Intangible cultural heritage is the outstanding performance in today’s world of cultural diversity, and naturally in the historical change. The formation of intangible cultural heritage and its protection have worldwide historical background and in different types of society in a different interpretation of the fate, plays a different role. Intangible cultural heritage protection center was established in the global rise of intangible cultural heritage protection movement under the background of the. In China, different levels of intangible cultural heritage protection center in the protection of intangible cultural heritage has played an important role, including at the provincial-level protection center plays a state agent role, and in multiple power and symbol of social and cultural fields. This paper is to develop investigation around a provincial-level non-material cultural heritage protection center, the research involves the establishment background, scope of business and working process of its content, and to figure out the interaction of the different social forces and the social mechanism behind the protection intangible cultural heritage in China.The whole paper is divided totally into five parts, the first part is the introduction. The second part discusses the establishment of the formation of the concept of intangible cultural heritage protection and its center, introducing the basic situation of this provincial protection center. The forth part discusses the standardization of culture. The fifth part is conclusion.As a national spokesperson and the agent of cultural heritage, the intangible cultural heritage protection center have form the standardized process and strategy. Within this framework,the cultural heritage have to be artificially standardized in order to meet or satisfy the national expectations, and some part of the heritage also be ignored and rejected. In the production process of cultural heritage, different subjects(state, experts, successor and so on) expressed different attitudes and behavior, intangible cultural heritage protection center is responsible for connecting these objects together. What decided this set of rules of the operation force is the social mechanism behind the making of the heritage.
