The subject with an end is valuable. The subject with value should be existed. So, who will bear the responsibility? Hans. Jonas supposed that the Human beings should bear the responsibility. How to bear the responsibility? With many approaches tried, establishing a global socialist government of responsibility was regarded as the way, but the possibility of that is nearly zero. As the representative of the people’s power, the ethics of the government responsibility is so crucial. So this paper focuses on it.
