The game between Civil Liberties and National Security has not been suspended since the birth of the new nation.Whenever this country met the critical moment or in time of war,the government would be expand executive power in order to safeguard the national security while the rights of citizens’ inevitably limited.The domestic parties deploy fierce debate on the pros and cons between civil liberties and national security.The United States of America suffered a heavy blow in the 9/11 terrorist attacks in 2001,this made National Security facing a serious threat.The US Congress put into practice of the fighting against terrorism in the form of legislation swiftly,the goal of promulgate of “Patriot Act” was given administrative departments great law enforcement authority to prevent and combat terrorism.American people regard freedom and democracy as their tradition can’t tolerate the violation of their civil liberties and the destruction of the basic principles of the Constitution,boycott the action which law enforcement agencies use the bill violated civil liberties in different forms.This paper use the content of the second part of“Patriot Act”as object of study,reveal the influence of the US government so as to maintenance of national security while expand executive power on citizen civil liberties after 9/11 terrorist attacks.Recalling the history of American authorities for the purpose of protecting national security while lead to infringement on civil liberties.Give appropriate discussion on each connotation and denotation of US civil liberties and national security and the relationship between the two,point out the essence of the game between civil liberties and national security.Make a thorough inquiry of equitable mechanism on American civil liberties and national security from the constitution culture,political system,the judicial process of America and so on.
