The practice of European unity has became the goal of politicians in Europeaneach dynasty since Charlemagne era.However,history has shown that,the particularityof European history decided on a single national interests as the target of violenceunified mode can not be realized in European continent.The outbreak of the two worldwars and the Great power Era of the arrival,making the small territory and populationof the European countries began to find their own positioning.Commoninterests with the outbreak of the Cold War provided the impetus for the EuropeanUnion Movement.Towards integration is the own needs of European interpretation in social andhistory,but with accidentally across the Cold War in the beginning,Europe hasunfortunately become a pawn of American interests under the Cold War.Marshall planhad found a starting point for the chaos Europe in the first,following the Schuhmannplan and Pleven plan is completely shown the characteristics of this stage during theCold War,which diluting the European interest demands.After that,the failure of theEuropean defense community had to re-examine the purpose and methods of thismovement.The implementation of the joint European which accomplished at onestroke to cater to the demand of the Cold War does not conform to the social attributein Europe.The Treaty of Rome which had signed marks the Europeans starting toreturn to the European own route period.A comeback in1958, De Gaulle impactde the traditional European Super stateroute and American position in Europe.The order of De Gaulle’ revolution core is aprominent French revolutionary leadership of the European cooperation and theestablishing cooperation among countries of the balance power order, which isreflected by changing the nature of Franco-German relations,and establishment of a political union, rejection to UK,and manufacturing empty chair crisis,and a series ofevents, making the community get experience in contradiction and conflict in60s.After running the community,which gradually understood that the movement isnot simple to establish the United States behavior,but a solution to the problems, andthe reconstruction of the European order, meanwhile the revolutionary movement ofthe traditional polities.After ten years of shock, also making the community generatepower and demand continues to deepen the development.The Hague conference in1969led the community out of the politicalpredicament,and pointed out development of the route in the future. The Europeanintegration movement established model and a lot of the framework by this period.The first part interprets some core concepts which involved this passage whichincluding:The logical relationship of European order system and European integrationmovement.
