There is no doubt that the diplomatic envoys have the special statues in the waveof modernization in the late Qing Dynasty in China. Guo Songtao, Zeng Jize,representing for diplomatic envoys, who not only had a high degree of China’sConfucian traditional morals, but also subjected to direct baptism of modern Westerncivilization. They made Chinese and Western culture integration, and became a bridgeof communication between China and the West in modern society. Nearly30years,the study of diplomatic envoys in the late Qing in history circles achieved abundantresults, however, the study is lacking for Zhang Deyi.As the diplomat, Zhang Deyi participated in a few of the late Qing CentreGovernment’s foreign activities. He has been abroad for27years, and left eightdiaries named Strange Tales, amounts to more than2million words, which refers tolots of Western and Japanese economy, politic, culture, Folk customs, and so on. Aftergraduating from Tong-wen-guan, he became a diplomat and held the post ofTranslator, Entourage, Attache, Counsellor to the Minister in Britain, contributing tothe modernization of Chinese diplomacy in the late Qing Dynasty and having acertain position in the modern diplomatic history with Guo Songao.This article includes four sections, in addition to introduction and epilogue. Theintroduction explains the whole life activities of Zhang Deyi and research result. Thefirst three chapters analysis the diplomatic activities of Zhang De-yi in detail,according to the time orderly, with the perspective of eight diaries of Strange Tales,based of his diary first-hand information.On this basis, we will analysis his thought’s germination, emergence,development and maturation. The fourth section analyses the different evaluations ofZhang Deyi, and then put forward the author some advice. The epilogue mainlyintroduces Zhang Deyi’s contribution and his statue in the late Qing Dynasty, and putforward some views of Zhang Deyi’s achievements and failures to the academia forreference, for today’s China to the world.
