In the 1950 s, the relationship between the United States and soviet is grim. The strategic significance of Latin American countries has improved. The containment strategy of the Eisenhower administration made the situation of the two areas become tense. The Kennedy administration has adjusted the policy for Latin America to protect the national interests. The national economy of Latin American needs to develop. In this case the Alliance for Progress carries out.The alliance for progress put forward in March of 1961 under this situation. In August the policy carried out. The content contains land reform, tax reform, educational reform, agricultural reform and industrial reform.Brazil, as one of the most representative countries of Latin American, is the largest country of Latin American. Brazil is also rich in resources and population. Brazil has received the assistance from this policy. The reforms in Brazil almost succeed. But the alliance for progress has not solved the problems of Brazil.The alliance for progress is effective for Latin American countries. The relationship between these two areas has been improved. But on the other hand, this policy also has its insufficient side such as the study on the specific conditions of Latin American countries is not comprehensive.
