The foreign assistance policy of Kennedy Administration is significant in the history of the U.S. foreign assistance. That policy has been an important tool for the U.S. to implement its foreign strategy. This study is helpful for us to recognize the foreign strategy of Kennedy Administration, the situation of the cold war, and the development of the economic relations between the north and south hemispheres. At present, the research by the academic circles both home and abroad about this problem is relatively weak. This thesis tries to discuss the formation, the characteristics, as well as the impact of the foreign assistance policy of the Kennedy Administration comprehensively and deeply, using the original official data of the US government.This article consists of the parts below:The foreword briefly introduces the characteristics, composing and institutes of the US foreign assistance. It clarifies the content, the object and significance of this study, as well as the current study situation in this field both home and abroad.The first part of the text expatiate the background of the Kennedy Administration's foreign assistance policy. Since the ending of World War Ⅱ, the US foreign assistance had gone through several phases: "post-war relief and rehabilitation", "the Marshall plan" and "the Mutual Security program". The situation of the world led Kennedy to bring forward "the peace strategy" and reorganize the foreign aid policy as soon as he became the president.Part two studies the formation and establishment of the Kennedy cooper's foreign aid policy. First, it explains the new trend of foreign aid, which became the idea foundation of Kennedy. Then, it discusses the decision-making process of the new foreign assistance program. At last, it discusses that with the establishment of the foreign assistance act and organization, Kennedy government established a foreign aid system. It also introduces the implement of the policy. Part three discusses the characteristics and impact of Kennedy Administration's foreign assistance policy. The policy had several new characteristics in these aspects of foreign assistance: objective, structure, area, center of gravity, system, etc. It was a valuable tool of strategy, and it also had a deep and far impact on both the international relations and the foreign assistance policies of the following US Administrations.The epilogue sums up the regulation of the foreign assistance policy by Kennedy Administration as well as its characteristics and impact. It also discusses the current situation and trends of the U.S. foreign assistance, as well as the influence to China.
