Under certain social conditions, all kinds of movies in old Shanghai had grown in varying degrees. By taking commercial operation mode, film industry in Shanghai had been gradually moved towards industrialization. So the film industry had been considerably developed at that time; On this basis, the Communist Party of China had made various preparations in different aspects for taking over the film industry of Shanghai. Finally, the new regime had smoothly made the transition to the development direction of people’s film industry. There is no doubt that taking over plays an important role in connecting past and present in the process; During the period of transition, some pragmatic management policies about movies had been adopted by the new government. A few private film companies had been allowed to exist and had been given some sate supports. The new regime had hoped to change the private nature of the films by things that he had done. However, the Shanghai film’s manifestations formed before had not met the requirements of the new regime. Taking all factors, the new regime had decided to accelerate the transformation of private film industry and had realized the nationalization of private films quickly. Logically, a single state-run system had been established. Assuredly, the importance of taking over lies in being transformative and this originates in verve and governing philosophy of the new regime. In addition, his measure represents the direction of development of advanced productivity. Thence, the destiny of the film in Shanghai had been changed and taking over had laid the foundation for the development of new Chinese film industry. At the same time, it would have a profound impact on it.
