Xinjiang Uighur Non-material Cultural Heritage Protection Research Of Local Government Functions

It is known that the non-material culture heritage of 15 minorities in Xinjiang is rich, and the number of the non-material culture heritage programs is more than other provinces and cities. However, the protection for non-material culture heritage is far from perfection, such as the weak awareness of public protection、short of uyghur inheritor and related education. This paper discusses the topic of “study on governmental functions of uyghur non-material culture heritage protection in Xinjiang” from the angles of public goods and responsible government. The study includes the problems and current situation of local governmental protection of uyghur non-material culture heritage、the analysis of problems and reasons of local governmental protection of uyghur non-material culture heritage, orienting local government function, and then come up with strategies for Xinjiang local government.The first chapter is introduction, which is mainly about the study background, significance, promotion of study problems, literature review, structure and study methods.The second chapter is the theory basis and related concept, which refers to theories of mandatory administration、public goods and responsible government and other concepts.The third chapter analyzes the appearance of function of public culture service for local government, and the relationship between governmental organization and the masses. Based on protection style and government function analysis, this chapter orients to the function of local government, including functions of entrusted limited administration, market supervision, and society to participate in the coordination. At last, peculiarity of uyghur is analyzed.The fourth chapter analyzes the current situation of local governmental protection for non-material culture heritage in Xinjiang, promotes exited problems and analyses for reasons and research hypothesis.The fifth chapter is the argument of function orientation of local government, which is proved from theory and practice. First, analyzing the orientation of local government protection for non-material culture heritage from theory aspect, then finding out the proof of rationality for practical situation, then, by introduction of three successful functions such as Japanese non-material culture heritage protection, Lijiang Dongba culture protection, this chapter emphasizes the positive efforts such as government leading schools to inherit culture, developing the advantage of culture industrialization, trying to use NGO in the effort of protection, then proves them in the angle of practice.The sixth chapter delivers the suggestions and strategies of local governmental protection for non-material culture heritage, which perfects the protection function, protects the culture heritage and puts forward the culture development of race regions.
