The number increase fast, such as Qufu out the Old City Cultural Industry Park, Zibo Qi culture eco-industrial park, Liaocheng Water Margin culture Industrial Park, Weifang Qingzhou Cultural Industry Park, Qingdao Creative 100 Industry Park. The development of cultural industry park is undoubtedly the place to speed up the development of cultural industries, to improve the industrial competitiveness of the region’s culture and a shortcut. Also, it has the great significance for increasing employment, opening up tourism resources, improve the working, living and human environment, promoting the entire region’s economic and social sustainable development.At present, the overall construction of China’s Cultural Industry Park is in the early stage of development, still in the exploratory stage. The understanding of the law of development of the industrial park is not enough, which exposed some problems. Such as some cities have been built cultural and industrial park projects, including animation Park, Recreation Park, Film and Television industry base, tec. But, the inadequate planning argument and inaccurate positioning result in a low level of industrialization, R & D vitality, efficiency without the ideal situation. Blind investment, poor management, the profit model failure and other factors, will not only render the movie cities to some of the difficulties and challenges uring the operation process, but also enables us to reflect on the necessity of the construction and scientific of investment decisions.This paper summarizes the development background of Qilu animation movie, the regional environment, and policy, and cultural advantages. By cost-benefit analysis, qualitative and quantitative combining method, this paper give the benefit assessment of project construction, including economic benefits, social and ecological benefits, etc., in order to assess whether they have the necessity to assess feasibility, reasonableness, and cost-effective. Then, find some existing problems of China’s movie city projects and show some suggestions for improving the movie project investment returns and optimize the efficiency of resource allocation, in order to make directional guidance to the planning of the project onwards to reference, and enhance its scientific rationality.
