Research On Public Cultural Construction Based On Tianjin "Cultural Benefit Project"

The construction of public culture is an inevitable requirement of implementing the spirit of the 19 th CPC National Congress,implementing the scientific concept of development and building a harmonious society,it is also an important measure to safeguard people's cultural rights and improve their livelihood.In recent years,China attaches great importance to the exploration and creation of a public cultural service system,each province has also formed various and distinctive public cultural service models according to their own conditions.At the same time,we also found some problems such as the uneven distribution of public cultural facilities,the lack of supply of public cultural products,the need to raise the level of universal benefits,the need to broaden the channels of publicity,and the enhancement of public cultural services capabilities.This paper,taking Tianjin as a typical example,puts forward some corresponding sustainable development strategies by focusing on the operation mode,implementation and existing problems of “cultural benefit project” in Tianjin,and it is also available for other provinces and cities as well as national public cultural construction to adopt and learn from.There are four parts as follows: the first part analyzes the achievements of public cultural construction in China and Tianjin;the second part analyzes the implementation effect and existing problems of “cultural benefit project” in Tianjin;the third part is the comparison of several models of “cultural benefit” in our country;the fourth part is the sustainable development strategic design of “cultural benefit project”.
