China has a long history and is rich in historical and cultural heritage. The conservation task in our country is so daunting that the traditional crafts have been unable to meet the need of conservation and modern technology has become an important options in conservation work. As the science and technology investment increases year by year, technology has become a very important support of China’s heritage conservation cause. However neither the software nor the hardware can meet the research need in our country’s current heritage conservation industry. So it’s very important to be open and cooperation with other industries. The heritage is fragile, scarce and non-renewable. So the technology used in the conservation and restoration work should meet special requirement, especially must be security. The research work of conservation and restoration technology is a very complex process. On the other hand, researchers outside the industry are not familiar enough with the need of conservation and restoration work. Therefore, once occurs, the technical risk will cause serious damage and great value loss to the cultural relics. So measures must be taken to control the technical risk. The main tasks of this study are as follows:1. Analyze the particularity of cultural relics and put forward the specific technical requirements in the conservation and restoration work, which includes:prominent technical safety requirements; high effectiveness requirement of the technology; balancing of the heritage entities and the cultural information.2. The research process of the technology development is very complex and long-cycle. In order to analysis of the process, it is divided into three phases:laboratory research stage, relic research stage, technology promotion stage.3. Divide the risk factors into non-interference and interference factors, in order to control technical risk. Interference factors include the object of the technology and technical research process. Technical risk control methods include the establishment of standardized test platform and achievements evaluation system.4. The standardized test platform include the platform foundation and details. The foundation is the quality management approach for each research stage. The details are varieties of standards established around the foundation.5. Achievement evaluation is through the technology research process, phased and interlocking. The basic evaluation contents include security, effectiveness, economy, and friendliness. Related subjects in the evaluation include cultural relics administrative department, technology assessment agencies, testing institutions, technology application subjects and technology research and development subjects.
