Universities is one of the most important places of scientific research innovation.And there are lots of scientific and technological achievements in universities,which could promote rapidly developments of science and technological theory.However,limited by the special institutional attributes and institutional system of universities,the conversion rate and effects of scientific and technological achievements is not very well in the process of commercial transforming of the scientific and technological achievements.Therefore,various universities are trying to explore new ways to promote the transformation and application of scientific and technological achievements.In recent years,the development of mixed-ownership system of university scientific and technological achievements has greatly promoted the transformation and implementation of scientific and technological achievements.Taking the system as the object of study,the paper try to make some reflections on the ethical issues about impartiality which caused by the mixed-ownership system and put forward some suggestions for the construction of the mixed-ownership system of university scientific and technological achievements.This paper uses Case Analysis Method and Literature Research Method to make an in-depth analysis,and discusses the ethical problems that caused by the development of the mixed-ownership system,such as the analysis of impartiality on percentage of income distribution of service invention,how to use the policy to reflect social justice when it achieves periodic effects,and how to guarantee the rights and interests and protect state-owned property.In addition,according to the points from the theory of Impartiality and Responsibility,the paper also analyze these problems and attempt to use the contents of Ethic Method and System Management to put forward some improvement measures: introducing ethic thoughts,formulating system construction,setting up guarantee systems,strengthening government macroscopic management to help fully the system make more difference,and promote more efficient transformations. |
