The development of economy and globalization has increasingly promoted the political, economic and cultural exchanges between nations and it is more important for the world to know about the laws in China. As a special type of texts, legal text enjoys features of formality and authority; therefore, the Chinese-English translation of legal texts plays a significant role in the transmission of laws. Due to the great difference of the parts of speech between Chinese and English legal texts; in particular, more verbs in Chinese legal texts than that in English legal texts, the thesis, taking Measures for Supervision and Administration on Telecommunications Network Operation as example, focuses on the Chinese-English translation of verbs in Chinese legal texts;English normalization, preposition phrase have been adopted in the Chinese-English translation of verbs based on the different sentence form. We can draw a conclusion as follows from the research: in that way, the number of verbs in the translated text is reduced to highlight the key point of the sentence; in addition, the translated text is rather compact and concise and is in conformity with the type of English legal texts.
