Resettlement Of The Shaanxi-Gansu-Ningxia Border Region Have Better Troops And Simpler Administration Accounting Personnel

In order to get over the extreme poverty and ease the heavy economic burden on people, the government of the remote areas of Shaanxi-Gansu-Ningxia started a two-year-policy of downsizing the troops and simpler administration since 1941, strictly reducing the government system to 3/4, the unemployed people by 35%. The troops left behind and other institutions are included as well. Under such circumstances, the people who are outside of the institution or the surplus personnel are generated. Whether the government can handle the settlement issues related to the surplus personnel’s future and life concerns properly would influence directly whether the policy of downsizing can work out smoothly or not and in the meanwhile affect the stability as well as the harmony the society of the related areas.If such issues are properly handled, it would win great reputation of the Chinese Communist Party, ensuring powerful protection for the final victory of the Anti-Japanese war.Therefore, this thesis will give a concrete interpretation to the downsizing issue of the surplus personnel of Shaanxi-Gansu-Ningxia so that the real truth of the issue can be revealed. The introduction gives a brief representation of the significance of the topic as well as the theory basis of the related research that has been conducted in this area.The first chapter mainly illustrates the issue of downsizing’s background and concluded that it results in lots of people left out of the institutions.The second chapter introduces that the government of Shaanxi-Gansu-Ningxia highly values the issue and established the guiding ideology, and a series of effective measures were taken as well.The third chapter expounds that the related government of the remote areas and their counties could establish relative settlement accordingly to take diversified measures to settle down the surplus personnel. These measures include: guiding well in ideological and political organization; transferring to district or county to strengthen the basic units; sending to schools or training centers for study; shifting to agriculture and other labor productivity; retiring or resigning and so on.
