Research On The Present Situation Of And Strategies For The Administrative Offices Of Cultural Relics Preservation In Shaanxi

With the rapid development of China’s economic society, the preservation of cultural relics has played an increasingly prominent role in the overall social development; meanwhile, it has been impacted by urban renewal, living improvement, tourism development, new rural construction, and so on. As regards to growing demands of society and arduous tasks of cultural relics preservation, timely optimizing institutions and improving management of cultural relics preservation allow its sustainable development.The administrative office of cultural relics preservation, since its establishment, has played an important role in performing the duty of cultural relics preservation management. However, with the development of China’s cultural relics and the improvement of their preservation, such defects of administrative offices’ traditional management mode as improper system, unregulated establishment of institution, limited management function and power, unitary channel of personnel introduction and financial protection, and low mass participation have become more and more evident, which seriously affect the sustainable development of cultural relics preservation. Hence, it is of practical significance to study the problems of the administrative offices’ preservation management and to propose feasible approaches.This thesis makes a research on the present situation of 222 administrative offices of cultural relics preservation in Shaanxi Province. Moreover, it analyzes the causes for their problems in such aspects as institution types, functions and facility construction. Hence, the pertinent strategies are proposed. It is proposed that the relevant laws and regulations should be optimized and the establishment standards should be defined in order to provide legal basis for the upgrade of the administrative offices, that modern means of science and technology should be rationally used and the compilation and implement of cultural relics preservation programs should be reinforced in order to promote the management and exhibition of the administrative offices, and that mass participation should be improved and financial channels should be expanded in order to solve fund shortage of cultural relics preservation.
