Crowding In Effect Or Extrusion Effect Government Cultural Expenditure Exert On Cultural Consumption Of Residents

It has been ten years Since cultural reform took place in 2003.Culture is no longer the "science and health" juxtaposed little culture, but the one but standing along with the economics, society and politics. cultural development has been incorporated into the overall layout of China, and the status of the culture is greatly improved, which is also the need of economic and social development. China’s cultural industry output accounted for China GDP3 percentage points, while the US GDP cultural industry can reach nearly 20 percent of US GDP in 2013. It can be seen in China that cultural industry still has huge consumption potential and has not been released. Developing the potential of cultural consumption in a Vigorous way can expand new space for economic growth. Then the cultural consumption has become a major target of expanding domestic demand. Ministry of Culture and Ministry of Finance launched the "stimulation of cultural consumption of urban and rural residents in the pilot project" together, which is aimed at stimulating people’s cultural consumption. This paper mainly studies if the action of government to pull people’s cultural consumption. And study the impact of government investment and government expenditure respectively on the people’s cultural consumption expenditure structure view.In this paper, government cultural spending data is made from culture, sports and media data.For the research needs of this article, we divide the government cultural spending data into government cultural consumption data and government cultural investment data under the SNA accounting system. The impact of government spending on consumption has been a hot topic in academic research. This article is based on previous studies, under the framework of national accounts statistics, the paper studies the impact of the total government expenditure on cultural consumption of the residents in total perspective, and the impact of the government cultural consumption and government investment in culture on cultural consumption of the residents.In this paper,31 provinces panel data from Year 2007to Year 2013 have been used into empirical analysis of dynamic panel and show that government expenditure on culture is to squeeze households cultural consumption. In view of the expenditure structure, government cultural consumption is to squeeze households cultural consumption, and government cultural investment is also to squeeze households cultural consumption. Any path of government expenditure on culture is to bring people’s cultural consumption induced effects.Local cultural atmosphere and cultural taste of the residents is not a direct impact on households cultural consumption. but it can strengthen the impact of government cultural spending, government cultural consumption and government investment in culture on households cultural consumption.
