With the rapid development of the national economy, people's material consumption ability has increased rapidly, and people have also produced a new demand for cultural consumption at the same time. Residents' promotion of cultural consumption level plays a very important role in upgrading of the structure and optimization of China's cultural industry and improving the quality of the whole nation. In recent years, the research of cultural consumption has increased gradually, and achieved a lot of practical research results, which provide a theoretical basis and practical good foundation for this study.This paper mainly studies China's urban residents' cultural consumption expenditure, and is composed of three parts. The first part has analyzed the concept, characteristics, performance, favorable factors and existing problems of consumer culture. Cultural consumption is mainly refers to the people to take different ways to consume cultural products and cultural services to meet their spiritual and cultural life. To improve the level of cultural consumption can promote the development of cultural industry and the whole economic system. At the same time, it also can promote the innovation of society and culture.The second part studies the impact of income of urban residents spending on total culture consumption, education and entertainment consumption from the perspective of empirical analysis. First of all, through the threshold model analysis, it is found that culture consumption expenditure of urban residents in China has a significant threshold effect based on different levels of income. The total cultural consumption has two threshold values, and expenditure on education and entertainment consumption respectively has one threshold value. The results show that there are obvious nonlinear characteristics effects of income of dweller to culture consumption, and the different income levels cannot be directly analyzed as a whole, and should be analyzed differently. Then, according to the threshold value, each provinces are divided into different levels of income. Finally, the panel quantile regression method is used to analyze the impact of different income levels on culture consumption. The results show that the different income levels have significant positive effect on total cultural consumption, education and entertainment consumption, and also are the most important factors. At the same time, through the comparative analysis of the contribution of educational expenditure and entertainment consumption to total cultural consumption, it is found that education expenditure has declined, but still accounts for a high proportion of cultural consumption expenditure.The third part puts forward the cultural consumption promotion countermeasure from three aspects of consumers, businesses and government, according to the results of the second part and the problems existing in the development of China's cultural consumption. That includes changing consumption ideas, encouraging cultural consumption, expanding business model, enriching cultural supply and connecting of supply and demand and providing security policy etc..
