Research On Performance Evaluation Indicator System Of State-owned Equity Represents In Beijing’s Cultural And Creative Industries

With the separation of Beijing’s non-capital core function, the government of Beijing energetically promotes the development of Cultural and Creative Industries(CCI), fosters them to become a pillar of regional economy in a particular way of capital features. Thus, the government of Beijing makes a "Cultural Carrier" strategy, which means to emerge a great number of large-scale Cultural and Creative Enterprises in order to drive the development of the region economy by 2020. Beijing Culture Investment and Development Group Co., Ltd (CID) is to make investments in cultural capital market. Thus, it is necessary for State-owned Cultural Assets Supervision and Administration Office (SCASA) to select someone as the State-owned Equity Represents (SERs) to be responsible for preserving and increasing the value of state-owned capital.This paper is written under the given background, trying to help the SCASA to manage and control the SERs through building a performance evaluation index system, to insure them doing a good job. Firstly, this paper adopts bench-learning research method to collect performance evaluation indexes. On the one hand, take SERs from State-owned Assets Supervision and Administration Commission(SASAC) around the nation and some of the typical regions as a cue by documentary research method. On the other hand, take SERs from Dalian SASAC as an example by investigation interview method. Secondly, design the Key Performance Index(KPI) from two parts:Companies’Performance Index and Individual Performance Index. Companies’Performance Index is designed in the consideration of object particularity and CCI industrial heterogeneity, while Individual Performance Index is structured under the comprehension of the position difference and Beijing location. On the basis of complete index, including Companies’and Individual Performance Index, use Analytic Hierarchy Process (AHP) to index system for weight assignment and give some suggestions on how to put the Performance Evaluation System into practice.
