In recent years, the Chinese government unveiled a series of policies to promote international communication of Chinese culture. With international trade and communication of Chinese culture become more and more frequent, the importance of talent of arts management is drawing increasing attention from the public. A shortage of international arts management talent leads to international communication of Chinese culture face many predicaments. The discussion of how to internationalize the talent of arts management is very necessary. This paper use content analysis and qualitative interview as research method, discusses how to make talent of arts management international base in the theory of talent ecosystem from four aspects : producer, consumer, decomposer, government policy and regional qualities.The first part is introduction. The researcher will introduce the significance of this research, the research status of domestic and foreign, the framework and method of this study.The second part is statistics and case analysis. The researcher will analyses the statistics of international communication of Chinese culture from year of 1985 to 2014 as well as studying previous case to summarizes the obstacles and problems that occur during international communication of Chinese culture.The third part is the obstacles and problem of developing internationalized talent of arts management. Firstly, the researcher illustrate the different between international talent and talent internationalization. Secondly, the researcher introduce the current situation of talent internationalization of China. Lastly, the researcher analyses different viewpoint the experiences and practices of developed countries(region) when cultivating internationalized talent of arts management within their culture industry in detail.The last part is the core of this paper. The researcher discusses how to make talent of arts management international base in the theory of talent ecosystem from four aspects: producer, consumer, decomposer, government policy and regional qualities.
