With the increasingly rapid development of world pattern and globalization tendency, the power of culture gradually attracts people’s concern and attention. More and more countries develop a deep impact of culture as a strategic, shape a good national image, and play a larger role in international affairs through enhancing international influence of culture. During the process of gradual development, China has acutely realized that the real rise of countries inevitably calls for the improvement of culture.This paper explained the basic concept of culture, cultural influence and the international influence of Chinese culture. From the Third Plenary Session of the eleventh CPC Central Committee to now, the revival of the international influence of Chinese culture has experienced four development periods:gestation stage, embryonic stage, rapid development stage, comprehensively promote stage. Some achievements have been made during the improvement process of the international influence of Chinese culture, including the increasing number of people involved, the expanding scope of cultural influence and the buildup of the attraction, recognition and rallying point of Chinese culture. However, the attraction, recognition and rallying point of Chinese culture should be further enhanced, given that impatient mood and serious official ideology exit in the international exchange of Chinese culture. Compared to culture-powerful countries, the international influence of Chinese culture was not strong enough.For further improve the international influence of Chinese culture, this paper studied the generation process and the constituent elements of culture influence, combined with relevant communication theory, while revealing that the international influence of Chinese culture is mainly restricted by five factors, including lack of multi-level influencers, high quality content, highly effective media, grasp of the affected persons, and a favorable cultural dissemination environment. Therefore, this paper proposes some relative solutions, insisted on the thought of consolidating cultural foundation, establishing the government-led and social participation pattern of cultural exchanges, and upholding an open and peaceful cultural attitude. Furthermore, the "the Silk Road Economic Belt and the 21st-Century Maritime Silk Road" strategy was analyzed, which gives the new connotation, brings new opportunities, and opens up the new space for Chinese culture. In the new period, it has a bright prospect of grasping the historic opportunity and creating a new chapter of the international influence of Chinese culture.
