Discussion On Korean "87System

South Korea’s "87 System" is a political system of the presidential system which was formed in the process of democratic transition. ChungHee Park’s and DooHwan Chun’s dictatorshes brought a flood to regional factions to South Korea by exclusiving Jeolla-do and reusing Kyongsang-do. DooHwan Chun and TaeWoo Roh subtly encouraged the regional factions by "6.29 Declaration" and the presidential election in 1987 greatly increased regional factions. Regional factions led by autocratic rulers led to the democratic struggle in GwangJu. GwangJu massacre promoted democratic transition, and the democratic trasition exacerbated regional factions in turn. Presidential candidates like DaeJung Kim, YoungSam Kim and TaeWoo Roh were unable to accept the winner’s re-election, bucause they all took their birthplaces as their political backgrounds and nobody knew who would be elected. Because the power of each polic was similar, they compromised on stipulation that each president was able to be elected for a term of five years.Although "87 System" made a historic progress, the system which each president was able to be elected for a term of five years brought great difficulties in the steady operation of the government and the implementation of national development strategy. Because the power of "Imperial President" is too much, there are lots of corruption cases. South Korea’s "The culture of the former president" makes South Korea’s president become "the world’ s most dangerous position". Because congress and the judiciary are unable to hamper and there is no balance among the three rights, the Supreme Procuratorate and the Constitutional Court are always adhering to the president’s will. The dissolution of the Progressive Party is a typical example.Koreans call on the promotion of the democratization and advercate the implementation of "Democratization of democracy".As "Imperial President" producted by "87 System" suffers much criticism. To surpass "87 System", lots of theorists put forward "Premier Responsibility System". If the Premier Responsibility System and each president is able to be elected for two terms of four years are implemented, the defect of "87 System" can be made up. However, it is difficult to implement from the reality of the political situation, because the power of radicals and conservatives is similar and the congress and Koreans must vote constitution amendment two times. Therefore, it is impossible to amend the constitution.
