Study On The Rescue Achievements And Experience Of The CPC And The Government In Guangxi From 1949 To 1958

Guangxi,as a minority live province, is located in the southwest frontier in China.Its social condition was very complex in the early stages of the People’s Republic of China.Just after the War of Liberation,our Party and government were faced with a lot of problems in Guangxi,such as how to consolidate power,clear the bandits,land reform,the Korean War,how to help the minority resumed the development of production,regional national autonomy and national recognition and a series of major issues.Facing of difficult and complex situation,Guangxi took a series of effective measures under the correct leadership of the Communist Party of China,the efforts of all levels of government and the PLA officers and the support of the people of all nationalities.From January 1950 to May 1951,the Party and the government solved the bandits problem of long--term legacy in the history of Guangxi.And they carried on the land reform in time according to the actual situation of Guangxi.Through the land reform,land had been allotted to the masses of all nationalities in Guangxi.People in Guangxi were liberated in terms of economy and became the owner of the means of production.At the end of 1952,the social order of Guangxi basically stable under the strong support of the Chinese Communist Party and the Central People’s Government.It provided a sound basis for the large-scale socialist construction. However,because of the special cases in Guangxi,the Party and the People’s Government carried out the relief work for all levels orderly in the years of development of national economy and the socialist construction.Under the care of the CPC Central Committee,the CPC sent the Central Nationalities Delegation to Guangxi in the early years after liberation.They walked into the Dayao mountain and the minority inhabited region community,and offered help to the poverty--stricken population of the Minority Nationalities.And they carried out the education work of national unity and national equality,respected the desire of all the minority nationalities that want to being the masters of the country,carried out the national recognition work. Meanwhile the Party and the People’s Government of all levels carried out the relief work of the jobless,the victims of a natural calamity and other people to help them rebuild their homes,resume production and carry out the save oneself--by--roduction campaign.In rural areas,the Party and the People’s Government of all levels carried out the land reform.Through the land reform,land had been allotted to the masses of poor people and laid a solid foundation for resume production quickly and carry out the save oneself-by-production campaign.In short,from the end of December 1949 when the whole Guangxi was liberated to the end of 1958,the poor people of all ranks of society had been get relief gradually in the warm care of the CPC Central Committee and under the correct leadership of the local government in Guangxi,People got back to normal life and resumed production.Guangxi,as the border and minority areas,the social order got gradually stable and economic construction got the right track in short time.This made positive contributions to the stability of the southwest frontier of China and the economic construction and development of Guangxi ethnic minority areas.The History which the Party and the People’s Government carried out the relief work of the poor people of all ranks of society in the early days of new China fully proved that the Communist Party of China and all levels of government are the leader of those organizations which help weak groups in Guangxi.Only we insist the correct leadership of the Communist Party of China and faithfully fulfill the purpose of serving people heart and soul,can we manage all social forces to attend the relief work.Only we pay attention to the leadership on the social relief work that played by the Party and the people’s government and take all effective measures to do our best to help the poor people from all class,can the social vulnerable groups obtain the real relief and resettlement.We must establish and improve the social relief mechanisms and carry out the relief work actively under the leadership of the Party and the people’s government.Meanwhile we must manage all social forces to attend the relief work.Only in those ways,we can overcome all sorts of difficulties and obstacles which we have to face during we carry out the social relief work and make the social vulnerable groups re--settled quickly,comprehensively and properly.By studying the performance and experience of the Party and the government’s relief work in Guangxi from 1949 to 1958,is conductive to further deepen the research scope and expand the exploration vision of "the basic problems of Modern and Contemporary Chinese History in the context of Marxism in China".Meanwhile it is conductive to provide new academic horizon to further explore the management policy and management experience on frontier miority areas of the Communist Party of China in the early years after liberation.Based on local chronicles,culture,history and all kinds of statistics data of Guangxi,the main research methods of this thesis are documentation and comparative.The author makes full use of political science,economics,history,ethnology,geography,statistics,sociology and other interdisciplinary study method,tries to show the Party and the government to help the poor people from all walks in Guangxi in the early years after liberation.In-depth study of the basic content of the Communist Party of China,the Party’s Central Committee and the governments of all levels in Guangxi’s relief work from 1949 to 1958 and analyze the basic characteristics and experience of the relief work during this period,and strive to get objective and scientific conclusion,summarize the historical experience and success or failure gain and loss,will be conductive to provide history lessons to current Chinese social relief work and provide intellectual support to the Chinese Dream which construction of socialism with Chinese characteristics and a well-off society in an all-round way,as well as realize the great rejuvenation of China.
