Application Of The Generalprocrastination Scale For Cvil Servants

Taking the civil servants in Wudang District of Guiyang City as the research objects of this paper, Rasch model was adopted to analyze the structure of general procrastination scale(GP) and the factors that affect the procrastination of the civil servants.Firstly, pretesting was conducted on GP. SPSS20.0 was adopted to test its reliability and construct validity. At the same time, the Scree plot was observed, and the one-dimensional test was conducted. Then Winsteps was adopted to make Rasch analysis on GP. The fitting degree of the data and the model was checked.Results:(1) Pretesting reliability test Cronboch α=0.803. After using the extreme independent samples testing method and item-total correlation method to delete two items, the intercommunity of the remaining items is greater than 0.2 and the each factor loading is greater than 0.35, which indicates that both the reliability and the construct validity of GPS are satisfactory.(2) The root of the first eigenvalue of GP is 6.294 and the root of the second eigenvalue of GP is 1.773. The ratio of the two is 3.631, which conforms to the one-dimensional hypothesis, thus Rasch model analysis can be made.(3) The value of INFIT MNSQ is ranging from 0.81 to 1.26 and that of OUTFIT MNSQ is from 0.77 to 1.29, indicating that the data and the Rasch model are fitting very well and the desired effect is achieved. At the same time, there are still some problems.(4) Respectively for gender, age, education level, marital status, position level and work lacation Differential item functioning(DIF) test, the results showed that different sub-populations answer is different for the same project. Known from the project and the histogram of the research objects, both of them were not in balanced distribution. The expected ICC curve of several projects deviated from the actual ICC curve of those projects. These problems were detailed in the discussions.
