Since the Law of Prohibiting Narcotic Drugs of the Republic of China (in the following it will be called as Prohibition Law with its abbreviated form) came into force officially, the content of prohibiting narcotic drugs work has become clear, such as System and mechanism, task, policy, model approach, and overall work has step into the track of Legalization. As a new work mode, the mandatory discontinuance of narcotic drugs through isolation will become a important part of our country’s prohibiting narcotic drugs work. According to the Requirement with Ministry of Justice, the Reeducation-through-labor system begins to accept persons in the mandatory discontinuance of narcotic drugs through isolation (in the following it will be called as MDI Persons with its abbreviated form). By changing their function, Reeducation-through-labor sites become the main battlefield of the mandatory discontinuance of narcotic drugs through isolation. How to decrease MDI Persons’re-use of narcotic drugs and to realize their resocialization, will be the core issue of work. Writer inspected some Reeducation-through-labor sites which are in charge of the mandatory discontinuance of narcotic drugs through isolation, and understood the detail about the management situation, MDI Persons’features and demands. On this basis, writer analyzes of the problem on how Reeducation-through-labor sites carry out their functions on the mandatory discontinuance of narcotic drugs through isolation and proposes some solutions in order to develop the work of the mandatory discontinuance of narcotic drugs through isolation.This set is divided into five parts. The first part is an introduction. There is the background, the significance, purposes, thinking, the methods, and explanations of related concepts, such as the narcotic drug, the abuse of narcotic drug, discontinuance of narcotic drugs by reeducation-through-labor, and the mandatory discontinuance of narcotic drugs through isolation. The second part is a analysis about five demands, such as physiological rehabilitation, psychological treatment, skills development, social support system recovery, and follow-up care. The third part is a study of same points and different points between discontinuance of narcotic drugs by reeducation-through-labor and the mandatory discontinuance of narcotic drugs through isolation. The same points is about Nature of work, Implementation period, Workplace environment, Objectives and tasks, Operation mode and so on. The differences is about Work ethic, Staff qualitative, Enforcement intensity, Management approach, Impact assessment and so on. The forth part is about problems on work, such as Workplace safety, management, education, psychological treatment, the apprenticeship labor, diagnostic assessment, skills training and team building. The fifth part is about suggestions on how to establish a correct concept of change management model, to focuse on the rehabilitation of education, to strengthen follow-up care, and to build a security system. The sixth part is the conclusion on the shortcomings of this study and vision for the future development trends.
