Nowadays the widespread of the narcotic drugs has become latent dangers to the construction of our country’s economy and harmonious society. It is also a serious test to the ability of the governments of all levels in carrying out the public administration. The Law of Prohibiting Narcotic Drugs of the Republic of China(in the following it will be called as Prohibition Law with its abbreviated form) that came into force officially since June 1,2008 stipulates that thereafter the narcotic-drugs prohibition system of our country is mainly composed of both community discontinuance and mandatory discontinuance of narcotic drugs through isolation and the latter will take the place of the existing mandatory discontinuance of narcotic drugs by the public security and judicial departments in the reform-through-labor farms. Since the triggering of the mandatory discontinuance of narcotic drugs through isolation, most reformatories have indiscriminately copied or referred to the mode of reform-through-labor in the past and the practice still remains in the stage of exploration. In fact, to the reformatories and the policemen in the period of management transformation, it is of great significance to abide by the Prohibition Law, to uphold the lawful rights of the members who are mandatorily discontinued from using narcotic drugs through isolation, and to raise, to the largest extent, the rate of their discontinuance and decrease their re-use of narcotic drugs so as to adapt to the development of the new situations in fighting against narcotic drugs.Taking the serious present situation and the depth as well as the change of the setups of the anti-drug struggle as background, Prohibition Law and management of narcotic drugs prohibition as the basis of the research, the thesis probed into the new proposition about the mandatory discontinuance of narcotic drugs through isolation. First, it probes into the necessity with the analysis of the feasibility, then points out some problems and their causes in the process of carrying out the new method, and puts forward with some suggestive measures to solve the problems.The conclusions are drawn as follows through the analysis and research:1.In the past, the mode of focusing on punishment while ignoring the discontinuance to the members who used the narcotic drugs had very insignificant effects because they were not confident enough to blend themselves to the society. As a result, many of them failed to discontinue narcotic drugs and reuse them again. The reason was that the members who used the narcotic drugs used to be considered as law breakers and the anti-drug management came into a formality.2. When the connotation of the mandatory discontinuance of narcotic drugs through isolation is established, the target should be shifted from the fact of anti-drugs into the members who used narcotic drugs, i.e. transform the uprooting the addiction of narcotic drugs into giving up or decreasing the use of narcotic drugs so as to lower the drugs’ harm and to promote the restoration of their physiological, psychological and social functions. The new comprehensive mode of trinity should be formed including getting rid of drugs physiologically, restoring both mind and body and going back to the society.3. Those who used narcotic drugs should be regarded as students. It is a bounden duty for their family members to join in the anti-drug struggle and it is very important to conclude the background, the care, assistance and education by their family members as a part of examining and evaluating their progress.4. Considering the fact that the measures of anti-drug struggle in our country are far from perfect and so voluntary discontinuance of drugs and it is really very hard for the restoration both in mind and body to achieve expected results, it is of great significance to explore "emulation of community" restoration system, which is in accordance with the innovation orientation with the characteristics of the modern ear by breaking through the limitation of the existing laws and policies.Anti-drug struggle is an arduous task which is worth further research, especially in analyzing the deep-level problems. In our future work, it is necessary for us to stick to the viewpoint of scientific development, probe into the inner regularity of anti-drug struggle so as to make our work standardized, systematic and scientific and make contributions to the construction of the harmonious society in our country.
