The criminal justice system had concerned the rights of criminal suspects ordefendants as the center of gravity for a long time in history, while the legitimate rightsand interests of criminal victims had been ignored. With the rise and development of theScience of Victims, the encounter and situation of victims gradually get the attention ofjurists and legislators, and a series of regime designed to protect criminal victims havebeen established worldwide. In this context, the author comes up with compensationsystem content with psychological comfort and material compensation, who hopes toprotect the legitimate rights of criminal victims fully and helps then resume a normallife out of suffering from crime.This paper is divided into five parts. The first part starts from the perspective ofcriminal victims, analyzes of the connotation and denotation of crime victims, expoundsthe true face of them, introduces three criminal victims centered remedies and analyzesthe pros and cons of the three remedies. On this basis, the author comes up with the ideaof National Compensation System to Crime victims. The second part details thecriminal historical and practical background and the concept and characteristics of theNational Compensation System to Crime victims that this paper points to. At last itdescribes the historical significance of the system. The third part analyzes the necessityand feasibility of the system from the point of theoretical background, the philosophicaland the legal point of view respectively. The forth part briefly describes the content ofsome of the legal reference related systems in developed countries, as well as theirwisdom to build our own system. The last part designs the legislative principles ofcriminal victims, legislative model and content of the system in detail.Criminal victims are important participants in criminal law, and their rights andinterests deserve the protection of the society and the state. The author hopes to drawmore attention to these vulnerable groups in society by appeasing the proposal ofbuilding the National Compensation System to Crime victims.
