The Research On Strengthening China’s NPC Budget Supervision And Countermeasures

The state budget is the embodiment of comprehensive national strength, it is themacro-control and financial allocation to the national economy through the allocation,supervision, regulation and control function. The budget has an important role in thesocialist market economy smoothly. The budget law of2012China promulgatedamendments two draft has been highly concerned by the general public. So rich and perfect our country’sbudget supervision countermeasures which reflect our citizens the full exercise ofrights.In this paper, through researching and comparing method to strengthen theresearch on the Countermeasures of supervision of the NPC Budget in China by usingempirical analysis method, designed to enable people to better play its supervision andcontrol of the state financial revenue and expenditure, improve the nationalmacroeconomic regulation and control and the management of the budget, thesupervisory role of the people’s congresses truly implemented, improve the regulationof the the budget, strengthen the intensity of macroeconomic regulation and control, toensure sustained and healthy development of the socialist market economy. This article mainly through the four parts of research and analysis to strengthen our country’sbudget supervision and countermeasure.The first part of this paper is to introduce the general theoretical problems in ourbudget supervision of NPC to start, first on a historical review of China’s NPC BudgetSupervision, secondly introduces the concept, budget supervision theory and its relatedcontent.This theory lays the theoretical foundation for the whole article about the NPCBudget supervision.The second part mainly explains the developed countries such as America, law,the legal system of budget supervision. This part from the legislation and specificbudget supervision mechanisms are discussed and the evaluation, at the same time,gain some enlightenment for China’s NPC Budget Supervision for reference.The third part convergence compared to the advanced science and developedcountries of the budget supervision system above, through the comparison and analysisof the status quo of China’s NPC Budget Supervision and deficiencies. Through theanalysis of the budget supervision now, then focuses on the discussion and Analysis onthe current situation of budget supervision in China, and then contrast the existingproblems in our country and the need to learn from the experience, and puts forwardthe related countermeasure.The fourth part followed by the various problems of the third partcountermeasures. This paper focuses on the object is the NPC Budget SupervisionSystem in the supervision of budget. Then this part is for the above the NationalPeople’s Congress on the budget supervision problems and take targeted analysis,perfection and solution. For example, a clear legal status of the people’s Congresssupervision to improve and standardize the NPC Budget mechanism, strengthen thesupervision of budget implementation etc..This paper intends to study countermeasures to strengthen the budget supervisionof National People’s Congress, promote the supervision function of China’s NationalPeople’s Congress can be truly implemented, at the same time, improve the regulationof the budget, strengthen macro-control, to ensure the healthy development of the socialist market economy.
